LibreSSL 4.0.0 was recently released. This PR modifies the version check in determine_trust() so that there isn't an incorrect warning suggesting that LibreSSL 4.0.0 "<= 1.0.2 might be too unreliable to determine trust."

• If it's a bigger change: I added myself to CREDITS.md (alphabetical order) and the change to CHANGELOG.md
