Tranform popup_comments form for a new theme

Transform with new doctype, and css style.

Sorry, you'll have to explain this issue in a bit more detail. Is it the lack of a form for popup_comments?

The form popup_comments a part of txp system. In Admin - Preferences can select "Comments mode" to "popup". This settings use in commen_invite function which is used to display a link to an article comment form. If set "popup" mode - article comment form open in popupwindow.

I think need transform old popup_comments form to a new theme(change doctype from xhtml 1.0 to html5, make layout with new html5 tags and new css style).
