are these steps to be taken to update version in https://github.com/theforeman/foreman-packaging/blob/rpm/develop/packages/foreman/foremanctl/foremanctl.spec, TBH i am unaware about upstream packing stuff

Yes, when executed in a foreman-packaging checkout, it will do the bumping etc.
