[Feature request]add the possibility to load a Arduino CLI yaml configuration file or make 'data' and 'downloads' folder configurable

With this file it would be possible to set the said folders the same way the 'user' folder is set.

Background: that way the user can configure a folder where board files are stored, which is important in a portable use of VSC.
