Widgets can't be re-positioned when customizing for mobile layout

Bug Description
When I try to customize a dashboard for mobile or tablet screens, the widgets are locked in place. I can't move or resize them. The only actions that work are editing, adding, or deleting widgets.

This issue occurred on the following setup:

• OS: Linux
• Browsers: Brave, Firefox
• ThingsBoard Version: v.4.2.0.2PAAS-EU

To Reproduce

1. Open a dashboard and click "Edit mode."
2. Change the layout view to "Mobile."
3. Click and drag a widget to move it or resize it.
4. You will see that the widget remains stuck in its original position and size.

Expected behavior
While in edit mode for the mobile layout, I should be able to freely drag widgets to new positions and resize them by dragging their corners or edges.

Hi. There is no bug, since the mobile view is not designed to change the widgets' layout by manually resizing widgets and moving them around. It should be done in the following way:
