Release v0.7.0

This PR prepares the release of version 0.7.0.

Changes Summary

• Version bump: Updated VERSION file to 0.7.0
• Brain plugin (replaces knowledge plugin), heartbeat plugin, spawn/telegram tools, web snapshot/fetch, Localforge Telegram threading, lint fixes, and .gitignore correction so src/plugins/brain is tracked

Testing

• All unit tests passing (./scripts/test.sh --unit)
• Lint and formatting checks passing (./scripts/lint.sh)

Next Steps

After merge:

1. Tag the release: git tag -a v0.7.0 -m "Release v0.7.0"
2. Push tag: git push origin v0.7.0
3. GitHub Actions will run the release workflow
