Make base setup for docs (sphinx / mkdocs)

This is my first attempt at making documentation for Python code.

• Use either sphinx or mkdocs (sphinx is more widely used, but I really like markdown)
• Setup just the base (template?), things will be changing rapidly soon so the actual documentation can wait

sphinx has autodoc, which may just make the sale. I've found a plugin for mkdocs that does the same, but I don't think this will work with ReadTheDocs.
