(feature) disable PollingInterval ffclient

I'm wondering is it possible to disable the PollingInterval. I implemented a custom retriever and I will always do ForceRefresh myself.

I have merged the PR #3205 and it will be released in the next release.

The way to disable will be to set an negative value of pollingInterval.
