Remove ProcessorCountParallelLimit from TUnit.Engine.Tests assembly - these tests are I/O-bound subprocess launches, not CPU-bound, so capping parallelism at processor count unnecessarily serialises ~119 tests into sequential batches. Also add missing [Test] attribute to TimeoutTests1.Test() which was silently not running.

The reasoning here is sound. ProcessorCountParallelLimit is explicitly designed for CPU-bound work (it batches tests to match the number of logical processors). Worth checking: Given that TUnit doesn't auto-discover tests without [Test], it's possible other test classes in TUnit.Engine.Tests have the same silent omission. A quick grep for public async Task without a preceding [Test] across the project would be worth running to rule out other cases.
