4.0.0 Home Page not displaying quotes/symbols properly

While quotations in the faq page titles look fine in the category and faq pages, I'm getting this for my homepage:

"Something went wrong, and Outlook couldn't set up your account"

in the category and faq pages it looks normal... like so
"Something went wrong, and Outlook couldn't set up your account"
