Confusing behavior in Identity page

• I have searched the existing issues

What happened?

1- Created new account.
2- Opened Identity screen.
3- The button next to Unknown phone was Resend.

• Very confusing for adding the phone for first time, it should be verify.

Steps To Reproduce

1- Created new account.
2- open Identity screen.
