Unable to create Empty Actor

Prerequisites

The Editor is run and a project opened.

Steps to Reproduce

1. In the Hierarchy window dp the Right Click on empty place
2. In the context menu select Create Actor

Expected behavior:

A new empty Actor created

Actual behavior:

Nothing happened
