Adding a confluence link to README for troubleshooting (pyenv complaints) when installing timeout-tools for DA app

tool has options for configuring pyenv and cloning/creating a local repo, if these are broken they should be fixed :)

usage: timeout-tools [-h] [-d] {pyenv-install,python-setup,python-remove,ws} ...

Timeout Tools

options:
  -h, --help            show this help message and exit
  -d, --debug

commands:
  {pyenv-install,python-setup,python-remove,ws}
    pyenv-install       install pyenv
    python-setup        setup repos python environment
    python-remove       delete python environment
    ws                  create ws

Thanks @kthhrv - I took a look. It's because engineers would install pyenv anyway (myself included since I saw it was a used tool) so using pyenv-install here wouldn't install anything else. I can update some documentation to explain that
