Summary

• refresh the migration plan so it reflects PR Add collection populate runtime adapter #39, Wire populate runtime selection #40, and Add collection self-healing benchmark lane #41 instead of saying the collection adapter is still the next move
• add a Meteor handoff section for the runCollectionPopulatePipeline(CollectionPopulatePipelineInput) socket
• carry benchmark prompt id, quality, persona, and expected-stress metadata through the collection runner contract
• let app/CLI collection runtime selection load a runner module from POPULATE_COLLECTION_RUNNER_MODULE
• make the next engineering slice explicit: port the real collection runner behind the existing self-healing adapter boundary, then benchmark it through collection-self-heal
