Summary

• bump the vendored tauri-cef dependency to a fix for the blank-page startup guard thread-safety bug
• keep the CEF startup reload workaround on TID_UI instead of a spawned Rust thread
• retain the existing retry timing and add debug logging for startup recovery paths

Problem

• OpenHuman can crash on startup because the vendored tauri-cef runtime calls browser.main_frame() and frame.load_url() from a background thread inside check_and_reload_if_blank
• CEF requires those APIs to run on the browser UI thread, so the off-thread call triggers internal assertions and EXC_BREAKPOINT on macOS

Solution

• update the vendored tauri-cef submodule to a patch that converts the blank-page guard into a UI-thread delayed task using cef::post_delayed_task
• preserve the original 1s initial delay plus 5s retry window without touching app-layer behavior
• keep the fix isolated to the vendored runtime so the OpenHuman shell only consumes the corrected dependency
