First slice of tinyhumansai#290. Verifies the /channels page boots, renders both Telegram and Discord panels via FALLBACK_DEFINITIONS, and exposes a Connect affordance for each. Deferred: OAuth happy path, disconnect, message send, inbound webhook, auth edge cases.
