Added

  - Add TLS_XX_CERT|KEY_FILE variables to load static certificates
  - Add RELOAD_ON_CERT_CHANGE (true/false) variable to reload traefik when certificates change
  - Add TLS_CERT_PATH to auto scan directory for .crt and key files and populate TLS certificats entries
  - Change logic for Dashboard to allow for unencrypted dashboard access, or TLS, or TLS+letsencrypt
