This renames all the jobs per platform to apache/tvm with the right credentials. It also removes the `tvm-` prefix on each job which is just kind of redundant

This is a follow on to tlc-pack/ci#58 and #13300. This removes the old `Jenkinsfile` and makes the new job statuses required for PRs to merge.
