Description
Currently we are checking for SWE reading by attempting to look up nearest SWE station. Rather, SWE should always be based on the river basin as a whole (% or total) when predicting flows. Therefore, based on latitude and longitude of a station, find it'a major basin (ex: Arkansas basin), then find basin reading (% or total)
