[Bug]: OIDC for new accounts only works when 'Whether allow new registrations.' is On in Auth

What happened?

I just tested out the latest fix
#12723

In this fix, OIDC for new users (not yet registered) only works if 'Whether allow new registrations' setting is On in Auth in the Admin Panel.

Previously, OIDC for new users worked regardless of whether that setting was on or off.

the previous behavior is actually a bug and we've fixed it. If you want new user's registration with OIDC, you should let it on.

Is it possible to have another variable for this, exclusively for OIDC? Like I want users to be able to register via OIDC but not directly.
