Update quota wording after the buffer removal (#191/#209)
PR #209 (issue #191) dropped buffer_percent entirely: Verplanbar is
now simply the month's income, and a hint replaces the old "set aside
0% by default" framing when nothing is left. Concept.md and
First-Steps.md still described the buffer as an adjustable percentage,
and pointed at a "Meine Richtwerte" menu entry that is now the
Einstellungen page with quota sliders. Coding-Guidelines.md used the
now-removed buffer_percent field as its naming-convention example;
replaced it with refresh_lifetime_seconds, which still exists.

Sidebar angepasst, Sprachumschalter entfernt. Konzept, Erste Schritte,
Installation, Roadmap, Mitmachen und Programmierrichtlinien auf den Stand nach
#83 bis #95, #84, #87, #91, #93, #94, #168 und #64 gebracht; neue Seite
Neue Sprache beitragen (#98).
