Plugin not working in SQL Developer 4.1.2.20

I have tried to install both the plugin for v4.x and 17.x but neither of them work for me on my 4.1.2.20.64 of SQL Developer. I have admin access on my PC and I have also cleared the cache as per the instructions.  I am on Windows 10.
Any ideas on what I can try?
