Make this available in ELPA #34
Description
GNU Emacs now has several supported package repositories. By making diffscuss available would mean that users would merely need to select it from a list to install it, and updates can be easily automated. ELPA is the default repository run by the GNU project, but there others with smaller audiences (but fewer requirements).
