Create a command that removes template

This command in result should simply delete existing template and leave none.

We need to decide if this allowed and if so, what should we do once no template is being used. Do we let everyone post anything or completely lock the channel?

If a template is deleted we can conclude that the server moderation does not need a template anymore for that channel. If they still want the channels with the deleted template to be templated, they could have just changed the template instead of deleting it. So if the template is deleted we can let everyone post anything.
