[TVM > Gas] Describe gas limits

TVM state includes "gas limits" structure, where fields are not obvious. Neither it is obvious how calls to `ACCEPT` and `SETGASLIMITS` affect handling of external messages. For example, does `gas_credit` get subtracted from contract balance on `ACCEPT`?
