Add endpoint for downloading project files

Update project service get and list endpoints to return raw file links, and add an endpoint for downloading files (sign the link that is passed in and redirect to target url). Connect app should be updated to link to `<project_api>/download?path-attachment.file_path` instead of `attachment.download_url`
