[$30] 2 Tooltips displayed for the same icon.

Reproduction Steps

1. Open https://connect.topcoder-dev.com
2. Login as pshah_customer
3. Open the a new project and submit for review
4. Now add a new member to the project
5. Observe the tooltip for promoting the new member as owner icon

Expected Result

Tooltip show the appropriate related to the function( like: promote the member as owner).
There should be only one tooltip for the icon

Actual Result

2 Tooltips are displayed for the same icon.
Tooltip is shown as "IconArrowPriorityHigh" and "Assign member as owner".

The same behaviour observed for other few icons as well like add team member etc...
