[$20] Draft phases should not have value other than 0 for progress field

When the phase is in draft status for more than a day, the progress field gets updated with non-zero value.

Expected - Draft phases should always have value 0 for progress field.

@RishiRajSahu provided fix will definitely fix the issue, but I cannot reproduce it to verify.

For example, this project https://connect.topcoder-dev.com/projects/7264/plan has several Draft phases started some time ago, but progress is 0 for them without a fix yet.

I've checked several projects but couldn't find any with such issue, maybe you have any for reference?
