Roboto font is not loaded

Issue description

It appears that Roboto font which is used everywhere in the connect app is not actually loaded.

There is also no loaded fonts at all shown on the network tab

The reason

I think fonts loading has been broken since this commit d3ef7c0 where we moved to topcoder-react-utils and main.scss file was lost and not included anymore d3ef7c0#diff-b86e7a222aba45438d29526a55249cc0L18

main.scss is responsible for:

• including reset and global styles (currently also included in other place so it works)
• including font files
• adding some directives to render Roboto fonts smoother
• prevents jumping elements by enforcing vertical scrollbar
