[$35] Update "CoderBot" Message

The Coderbot message and page that is displayed when the user has registered in Connect but has not created a project is confusing.

Update requests:

1. Remove CoderBot image and designed orange line/message box.

2. Update the message content to read: "Welcome to Topcoder. To get started, click the 'Start a Project' button below."

3. Display a blank project card with a + button that says 'Start Project'

4. Add subtext under the button that reads, "If you have already created a project with us and are not seeing it listed, contact support@topcoder.com"

Note, the whole blank project card is a link as per our current usage, so I put a subtext below the project card. But can change that if necessary.

Sum up:

• For testing can use user maxceem2 - which doesn't have projects.

• Go to page https://connect.topcoder-dev.com/projects?sort=updatedAt%20desc to see the message which has to be updated:

  

• To see a blank project card, user user pshah_manager, navigate to the same page http://local.topcoder-dev.com:3000/projects?sort=updatedAt%20desc&status=active and switch to Card View

  

• After that at the end of the list you will see a blank project card:

  

• Header style: font-size: 28px; line-height: 36px; font-family: Roboto-Medium

• Subtext style: font-size: 14px; font-family: Roboto-Regular

• For colors and font-sizes use variables from https://github.com/appirio-tech/tc-ui/blob/feature/connectv2/src/styles/_variables.scss

• For font use mixins: https://github.com/appirio-tech/tc-ui/blob/feature/connectv2/src/styles/mixins/_typography.scss

• On mobile devices everything should be kept fuild.
