Section header is missing in Scope tab

Expected behavior

Section header should be visible with section title and section number in project's scope tab

Actual behavior

Complete section header is missing after our last release which contained changes for the new designs of the scope forms.

@maxceem I might have missed discussion around it. However, I think we should have the section header visible in Scope tab.

Moving to backlog for now as with upcoming releases, we are going to move away from Scope tab at all, so I guess we won't have a place to show sections with headers.
