Project status-filter nav-bar not present if customer doesn't have any active projects #3001
Description
Expected behavior
When customer have even a single project in any status other than active status, we should not show walkthrough page Welcome to Topcoder....
Actual behavior
Customer having draft status project is redirected to walkthrough page Welcome to Topcoder.... without filter status nav bar
Steps to reproduce the problem
- Login as customer.
- Create a project and keep it in draft status.
- Go to project listing page on connect.
