Progress bar is showing wrong progress for Final fix milestone

Expected behavior

It should show progress from the actualStartDate when available.

Actual behavior

It is counting progress from startDate always

Steps to reproduce the problem

• Open any project where you have permissions to manage phases (Project Plan)
• Create a phase with Development Iteration - S template
• Activate the phase
• Mark first milestone completed
• Mark next milestone completed as well
• Update the actualStartDate of the milestones, via API, to be a date before or after today
• Observe the progress bar saying that 1 day remaining while actually it should say 2 days remaining
