Use v5 groups api

Currently we are using v3 groups api which might not be supported in near future, we should migrate to v5 api instead.

One observation: in the Groups API V5 the group id which we use is called oldId and we use it to call the Project Service for getting orgConfigs:

Is oldId deprecated and can be eventually removed? Should we update the Project Service to use new long id for the groups instead?

Yes, oldId is going to be deprecated and it is used only for old data that has been migrated to v5 api. The way we can handle this is, read from oldId first and if it is not provided, we can read id OR can we just read both and pass both ids to the orgConfig endpoint?

Done via 97cd7d7 - send both new id and oldId for requesting orgConfig.

Pushed to DEV and ready for testing.

Testing guidelines:

1. Request for groups should use V5 URL https://api.topcoder-dev.com/v5/groups instead of V3 URL https://api.topcoder-dev.com/v3/groups
2. The request which goes after, for orgConfig should send both types of ids from Groups API:
   ps://api.topcoder-dev.com/v5/projects/metadata/orgConfig?orgId=20000010,20000013,20000015,20000277,b8fe66cc-935f-4986-a1cf-5e1dee943e8a,53eddd4a-e554-48e9-8fd4-b57406008b76,cadc4f45-ecc6-46dc-ae99-ee37418e1e89,10f63306-5df4-49c2-8c1c-a7c2d635e068 instead of https://api.topcoder-dev.com/v5/projects/metadata/orgConfig?orgId=20000010,20000013,20000015,20000277
   For testing, use user pshah_manager which has some groups so the list of ids would not be empty.

That's correct. Response can be empty (in most cases it's empty). The issue was that if we don't have group IDs we shouldn't call this endpoint at all.
