Skill dropdown is partially hidden

Expected behavior

Should Open the skill dropdown upward so that user can see more option when expanded

Actual behavior

Skill dropdown is partially hidden. But if there is a validation then you can see the full dropdown controller

Steps to reproduce the problem

• Login as Manager
• Click 'Create New Project' > Talent as a Service (TaaS)
• Go to 'What skills are important for your team to have?*'
• Expand the dropdown

Environment

• OS: Window 10
• Browser (w/version): Chrome 80.0.3987.149 (Official Build) (64-bit)
• User role (client, copilot or manager): Manager
• Account used: TCConManager

@codejamtc what was the screen resolution? It is coming nicely for my resolution on Mac/Chrome.

@maxceem it seems to be an issue with specific resolution only and I know it would be difficult/tricky to intelligently render the dropdown on top instead of bottom, so I would like to take this one in our plate only fi that rendering on top does not cause any other rendering issue.

Ok. Thanks @codejamtc. I just realized that we are going to change the TaaS form drastically and we are developing a new component for asking the skills, which should not have this problem. Moving it to backlog for now.
