Common Issue : All text boxes is not flexiable to use, this should have scroll bar after maximum value entered

Expected behavior

text boxes should be flexible to use. There should be scroll bar after the maximum value entered

Actual behavior

text boxes are not user friendly, It's increasing height which not looks good at user point of view

Steps to reproduce the problem

Step 1- go to connect.topcoder-dev.com.
Step 2- . and login with the user topcoderconnect+AccountManager
Step 3. go to url https://connect.topcoder-dev.com/new-project/app_new_intake and enter a value
in the textbox of "Do you have technology stack preferences?"
