Inviting users by handles should be case-insensetive

Steps to reproduce the problem

• Register or use an existent user with capital letters in the handle, for example lakshmiaConMgr
• Make sure user has Connect Manager role
• Invite such a user as a Manager to the Topcoder Team, but during invitation use lowercase handle, like lakshmiaconmgr
• Observe, that user cannot be invited

Expected bahaviour

User should be able to be invited no matter what is the case of the user handle and how we enter it.
