New "Project Defaults" Tab & Screen in a Project

Update 1

• Add a new tab inside of projects that is labeled "Project Settings"
• Display this tab under the FAQs tab.

Update 2

When clicked, the screen should show this desktop design and mobile. Some notes on the design:

• There are additional screens designed here, which we do not need to worry about right now. For defaults, use screens 6-7 in desktop and 9-10 in mobile.
• We don't need to worry about matching the full UI as designed (colors).
• The billing account field currently appears as text. This should be a responsive dropdown menu instead.
• The terms (Enforce Topcoder NDA) should be updated to match the field structure defined in Git Issue 4273.
