[$40] Unselect Billing Account Option

If a project currently has a billing account selected on the Project Settings page, but that one and none of the other billing account options are valid, the user should be able to unselect the billing account so the field goes back to blank.

@maxceem we can add an hyperlink similar to Unassign task for unassigning billing account.

@maxceem @vikasrohit - I am not sure if a hyperlink would work for what I was thinking about. Let me try to explain:

1. Imagine I did select a billing account from the dropdown list, either intentionally or by accident.
2. Then, I realize that the billing account I selected is incorrect. In addition, none of the other billing account options in the dropdown list are the one that I need.
3. In that case, I would want the ability to remove my original billing account selection (click an "X" next to it). Then, I can click on the SFDC hyperlink subscript if needed.

@acshields We are saying the same thing, only thing is that in my case I have labelled X as Unassign Billing Account. But X would also work.

Got it. So we can implement it the same way as we are going to implement a feature to un-assign a selected member in WM: topcoder-platform/work-manager#1071 (comment)

The library we are using for showing this select has a feature to show "cross" icon for removing the value:

Sum up:

• when some account is selected we have to show the cross
• clicking the "cross" should remove the selected account (actually removing the value would happen only after we save the project, but when we click "cross" the account value should be cleared in the select)
• if no account is selected - don't show the cross.
