[$20] Excessive gap between hint water mark text and line for input field.

Expected behavior

There should be a proper placement of hint text 'Project Name'/'REF Code' and a bottom line to input text text.Proper placement can be seen in Chrome.

Actual behavior

Improper placement of Hint text for concerned input field with excessive gap in between.

Steps to reproduce the problem

• Go to url https://connect.topcoder-dev.com
• Start a Project
• Chose 'Wireframes'.
