Fix for issue #3386 in PROD
NOTE: that issue above on PROD could be slightly different than reported above. On PROD/DEV it shows Join Project dialog for some moment, but after it hides it and performs approve/decline action successfully.
After the fix, the Join Project dialog is not shown anymore.
