Legacy challenge id not created
Cannot activate:
Challenge active, but phases not open
Challenge was created with start date set to now - but by the time it was activated, the start date time was probably in the past by 1-2 mins. The phases however have not started.
- looks like only appeals and review phases were created in schedule api for this challenge
