Phase timelines during draft are not respected on activation

Steps:

• Create Development + Challenge
• Enter all details for the challenge
• Ensure that Use Scheduling API is active for it
• Save as draft
• DO NOT activate the challenge. Go to OR and change the challenge timelines
• Come back to the challenge in WM and activate it
• Check OR again. The timelines are reset. Changes made earlier are lost

I cannot reproduce this if I manually PATCH the challenge through POSTMAN.

Only through OR I face this issue
