[$150] Azure - Cleanup topcoder-x processor

Issue 1

topcoder-x-processor, following methods in AzureService not fully implemented, it is still using gitlab api, does not make sense

updateIssue, assignUser, removeAssign, getUserIdByLogin, changeState

For example, removeAssign will be used when issue is not ready for pickup

Issue 2

topcoder-x-processor, EventService, handleEventGracefully, not implemented for Azure
