Double check the logic on Winners tab

Another bug in Challenge detail page, In this challenge, https://www.topcoder.com/challenges/30060123/?type=develop&tab=winners, There are two submissions and only one submission passed the review, Thought the winners count tab say "1", but I could see second place as well
