Current: The most recent discussion was today, 22 Jan. However, this is appearing as item number 3 in the recent discussions list.

Expected: The most recent discussion should appear first. The ordering should be descending by date and time.

Vanilla has 'Dismiss' option for announcements.
'Dismiss' - Marks the specified announcement as dismissed by the specified user. We've removed this option from the dropdown. Let me know if you are ok with that and I'll fix it:

So, I would expect recent discussions to show, well, recent discussions.

Not sure if announcements need to be treated special here (I would say no).

Ability to dismiss announcements - probably good. But I still don't see why recent discussions should have that option...
