[$20] Don't announce doesn't make sense in the Announce pop up

Click on Ellipsis
Select Announce

The pop up shows the option 'Don't announce', but the user can simply cancel the pop up if they change their mind.

@jmgasper Need your feedback on this issue. I think we need to fix the menu item + show an Announce popup depends on a discussion announce flag. See the 'Announce/Don't Announce with a popup' section below.

Also it can be simplified and done in one click, without a popup because we've removed other options and user can announce a discussion only in the current category. For example, Sink/Dismiss actions are performed in one click.

Let me know which option is better.

Announce/Don't Announce with a popup

Case 1. Discussion hasn't been announced:

Remove 'Don't Announce' option.

Case 2. Discussion has been announced. The menu item is confusing. It should be 'Don't announce' or otherwise.

The popup should be like this:
