[$40] Interview completed in app notification is sent to the connect project member

Steps
The email sent just after(expected after 4 hrs) interview completion is not supposed to be sent as an in app notification. But it is sent now

@sdgun we have 2 kind of notifications after interview:

1. Interview Completed - should be send in 4 hours after interview if interview status is not completed to remind user to complete interview
2. Post Interview Action Reminder - should be send Daily, starting one day after the most recent interview for Completed interview to remind user to make a decision Select/Decline/Schedule Another Interview.

This in-app notification is for the second case.

@maxceem It looks like this in app notification was sent on the same date(18th) when it is supposed to be started sending from 19th(interview date 18th and in app date 18th)

Sum up:

• we need to update the logic of Post Interview Action Reminder it should be send daily, starting one day after the most recent interview in particular job.
• update demo script https://github.com/topcoder-platform/taas-apis/blob/dev/scripts/demo-email-notifications/index.js so it has 2 examples: 1 interview after which 1 days has not passed yet, and 1 interview after which one 1 day is already passed and we would get a notification for demo.
