Fixes necessary for `topcoder-lib-setup` script

• Dependencies of the script (command-line-args, command-line-usage) itself should be production, otherwise the script will fail when called right after topcoder-react-utils installation;
• Support packages installed from GitHub (then package values from package.json are GitHub urls instead of semver values).
