Users can login and download other submitters work in WM #1533
Description
Expected behavior
For this one, let's hide the new download button for submissions for anyone that doesn't have a copilot, manager, or administrator role.
Actual behavior
The users can download the submissions of other users from WM now (before the challenge is over).
Steps
- Log in to WM from any one of the registered users of a selected challenge(ex challenge Work Manager - Topcoder user: taasintake900/Appirio123)
- This user can download the other user’s submission from WM (the above challengeis still in submission phase)
